The Office of Government Affairs, Health Policy and Advocacy at Children’s Hospital of Philadelphia (CHOP) partners with families, clinicians, community representatives and hospital leaders to identify issues affecting children that need to be addressed at the local, state or federal government level. Our role is to develop and advocate for legislation that improves and protects the health and well-being of the children and families CHOP serves.

Let's Pass the Accelerating Kids Access to Care Bill This Year!
CHOP’s goal is to never turn anyone away. Unfortunately, out-of-state Medicaid programs often refuse to pay for the services we provide to their kids, undermining our ability to serve everyone who needs our care.
Even when those out-of-state Medicaid programs acknowledge that they do not have the right care in-state and agree to transport a sick child and their family to Philadelphia for care, they typically still refuse to pay for that care.
Thankfully, by working with other children’s hospitals, we were able to convince bipartisan (and bicameral!) leaders in Congress that this shouldn’t be the case, and, in 2021, the Accelerating Kids Access to Care Act was introduced requiring states to remove the primary barriers to reimbursement in these situations.
This past June, the bill finally passed (unanimously!) out of the U.S. House Committee on Energy and Commerce, and, in September, through the U.S. House of Representatives. All that is needed now, is for the U.S. Senate to pass the bill as well, and for the President to sign it into law.
Unfortunately, with all the political upheaval of the last few weeks, we need a big push to drive this law over the finish line, so we don’t have to start from scratch during the new Congressional session in January.
